    Forty-five years ago, Congress passed the Equal Pay Act to end wage discrimination against women who, on average, only earned 60 cents to every dollar earned by men. Since then, however, despite enactment of the Equal Pay Act, women have only managed to narrow this wage gap by less than 20 percent.     The US Postal Service has changed all of the City of Vernon to one zip code - 90058 - effective August 2, 2008. Late last year, the Postal Service polled the roughly 230 businesses in the City of Vernon that had zip codes of 90023 or 90040, the majority of the resulting votes approved of the change to 90058.
