Rep. Roybal-Allard Statement on National Security Minibus Vote
House Homeland Security Appropriations Chairwoman Lucille Roybal-Allard (CA-40) issued the following statement about her vote today against the national security appropriations minibus, H.R. 1158, which included the Homeland Security appropriations conference agreement:
"I voted against this bill because it completely fails to protect Congress’s constitutional power of the purse. While the bill includes many priorities I support, it opens the door for the president to keep going around Congress to spend funds as he sees fit, including more money for border barriers and detention beds. The Constitution dictates that Congress appropriates set levels of funding for specific purposes. Sadly, this bill abdicates Congress’s appropriations authority, and allows the president to keep ignoring and circumventing Congress’s constitutional funding decisions."
